People's Park Mural: Key Information

Expressions of Interest for the People’s Park Kiosk are now open for individuals, groups and collectives. The project is to design and deliver a mural for the People's Park Kiosk and adjoining Toilet Amenities..

The Mural should respond to the following criteria:

  • Connection to local identity
    • Be it the direct location (People’s Park and Boundary Rd) and/or West End. Design ideas should connect to the local histories of the area.
    • The design should convey a clear message or theme relevant to the community.
  • Details on Local Benefit that the future mural and design can contribute to the local area. 
    • Information on what local benefits the artist / artists  could be delivered by a future mural in People's Park.
    • Are there ideas about community engagement or activity through any of the phases of design and delivery.
  •  Project delivery 
    • Art is subjective, so the focus of this criteria is a clear and articulated plan for delivery of the work within a 6 month period in 2025.
  • Design Concepts
    • Please include any visual representations, images, elements related to the artist design for the future Mural. 

NB The above criteria are those used by the Gabba Ward Office to select an artist(s). Council has their own criteria which the mural must meet to secure Council funding. Any text must be a small component. Any faces featured must not invite graffiti. No explicitly political messaging or obscenity.

Budget for the complete delivery of the projects is allocated at up to $10,000.

With further details on the sustainability of the work (anti - graffiti paint and maintenance to be discussed post Expression of Interest have been finalised.

The Criteria will be assessed by a panel of three members including Cr Massey. The other two panel members will come from a local community organisation or from within the arts.

All people are invited to apply their expression of interest.

  • Expressions of Interest will be open from Thursday 29 May 2025 - Thursday 24 July 2025
  • Successful individuals, groups or collectives will be notified by Thursday 28 August 2025
  • Delivery Period: Negotiable post confirmation of successful Expression of Interest

  1. What is the purpose of the People’s Park Kiosk mural?
    The mural will celebrate the cultural, social, and historical significance of the People’s Park Kiosk and the broader West End community. It will visually reflect the area’s strong identity as a place of connection, creativity, and inclusion. The mural is intended to activate the space further by creating a vibrant, welcoming environment that honours the diverse stories, people, and movements that have shaped the Gabba Ward.
  2. Why is the People’s Park Kiosk significant?
    The Kiosk on Boundary Street has long served as a gathering point, a site for community support, and a platform for local voices. From art and storytelling to triage services and meetings, it has helped activate public space in ways that are meaningful, inclusive, and community-led.
  3. Who can apply to design and deliver the mural?
    Expressions of Interest (EOIs) are open to individuals, collectives, and community groups — especially those with a strong connection to the local area. We encourage submissions from First Nations artists, culturally diverse communities, and those who share a passion for community storytelling through art.
  4. What will the mural include?
    While we’re not prescribing a specific design, the mural should speak to the Kiosk’s purpose as a hub for connection, care, creativity, and resistance. It should be inclusive, relevant to the local community, and contribute positively to the public space.
  5. What’s the timeline for the mural project?
    EOIs are currently open. Following selection, the design and delivery phase will be scheduled in collaboration with the chosen artist/s or group, taking into account community feedback and site logistics.
  6. Where will the mural be located?
    The mural will cover the exterior of the People’s Park Kiosk and the adjoining public toilet amenities on Boundary Street, West End. These upgrades follow recent physical improvements to the facilities, aiming to revitalise the space visually and socially.

  8. How will payment occur?
    Payment will be made in two instalments. First payment will be delivered on acceptance of design and will cover design work and materials. Second payment will be delivered on completion of the mural.
